Online seminar, BCC, Bulgaria

On 2 October 2025, the Bulgarian construction chamber /BCC/ had the pleasure of hosting an online seminar addressing the conditions for the posting of construction workers, with a particular focus on posting in Bulgaria, Spain, and Germany. The seminar was one of the activities under the project “POST-MEET – Information actions on the posting of workers in the construction sector.”
 

Marieta Atanasova, BCC, introduced participants to the project’s activities, including in-person and online seminars, multilingual guides, and innovative communication tools. One of the project’s results is the chatbot on the BCC website, available to interested construction workers and employers.
 

Luis Santos del Val from CAC Asprocon – the Asturian construction confederation, Spain – presented the work of the confederation, which represents construction companies in Spain. Foreign construction companies and workers are required to register with this body in order to legally carry out their activities. His presentation outlined the employment conditions in the Spanish construction sector.

Antoaneta Rieger from SOKA-BAU, Social fund for the German construction industry, presented the German system of holiday and wage equalisation funds and the additional social security scheme for the sector. Construction workers can learn more about their rights, working conditions, and the registration procedure through several German portals, which also provide information and consultation in Bulgarian.

Within the project, the BCC, the Federation “Construction, industry and water supply” – Podkrepa, and the Institute for social and trade union research and training of CITUB jointly developed the “Guide of posting in the construction sector in Bulgaria.” The guide was presented by Yordan Yordanov, Deputy chair of FCIW Podkrepa. It serves as a valuable resource for workers posted from other countries to Bulgaria, covering working conditions, minimum wages by construction occupation categories, minimum rest periods, overtime, and other circumstances under Bulgarian legislation related to posting. The guide is available HERE in Bulgarian and English, and will soon also be published in Turkish, Macedonian, and Russian, supporting the largest groups of posted construction workers in Bulgaria.
 

Atanaska Todorova from the Institute for Social and Trade Union Research and Training of CITUB presented the conditions for granting access to the Bulgarian labour market to third-country nationals, the employment regimes in place, and the bilateral agreements regulating labour migration with third countries.

The POST-MEET project ‘’Information actions for posting in the construction sector” is a collaborative initiative aimed at improving access to essential information on transnational posting in the construction sector for workers and companies across 8 EU Member States. The project is co-funded by the European Union and the European Social fund plus.

In-person seminar “CROSS-BORDER BUSINESS, EMPLOYMENT OF FOREIGNERS, AND POSTING IN CONSTRUCTION SECTOR IN SLOVENIA, ITALY AND AUSTRIA”

POST-MEET Seminar on the posting of workers in the construction sector successfully held

Камара на строителите в България беше домакин на присъствен семинар, засягащ условията при командироване на строителни работници, както в България, така и в Италия и Германия.

На 02.09.2025 г. представители на чуждестранни и местни организации представиха на заинтересовани лица реда за командироване на строителни работници, част от резултатите по проект „POST-MEET – Информационни дейности за командироване в строителния сектор“.

Федерика Росато от CNCE, Националната комисия за паритарните фондове в строителството в Италия, запозна участниците с изискванията при командироване в Италия. Акцент бяха правата на  работниците за социално осигуряване, задълженията при данъчното облагане, необходимите сертификати и документи, когато строителна компания командирова свои служители в Италия. Изготвеното по проекта ръководство може да бъде в помощ на работодатели и работници, които участват в процедури на командироване. Всеки може да се информира относно условията на труд в строителния сектор в Италия чрез наръчника, публикуван ТУК .

Интерес предизвикаха и правилата за командироване, които се отнасят до строителите в Германия. Представителят на SOKA-BAU, Антоанета Ригер, презентира подробно Касата за отпуски и изравняване на заплатите и допълнителния осигурителен фонд в строителния сектор в Германия. Строителните работници могат да се запознаят с правата си и условията на труд, както и с процедурата за регистрация на няколко германски сайта, които осигуряват информация и консултации на български език.

КСБ, ФСИВ-Подкрепа и ИССИО на КНСБ съвместно изготвиха по проекта „Ръководство за командироване на работници в строителния сектор в България“, което представи Йордан Йорданов, зам. председател на ФСИВ Подкрепа. Ръководството е налично ТУК и е в полза на работниците, които са командировани от други страни в България. Представлява наръчник относно условията на труд, минимална работна заплата по категории строителни професии, минимална почивка, извънреден труд и други обстоятелства, съгласно българското законодателство, засягащо командироването. Ръководството е достъпно на български и английски език, а в скоро време и на турски, македонски и руски, в подкрепа на най-големите групи командировани строителни работници в България.

Предвид нарастващата нужда от работници в българското строителство и все по-честите случаи на наемане на такива от трети страни, семинарът осигури информация и за заетостта на граждани на трети държави. Росица Макелова от ИССИО на КНСБ изложи условията за разрешаване на достъп до пазара на труда в България, режимите за работа и сключените спогодби за регулиране на трудовата миграция с трети държави.

Мариета Атанасова от Камара на строителите в България разясни целите на проекта POST-MEET, които се фокусират върху предоставяне на ясна и изчерпателна информация относно командироването на строителни работници чрез провеждане на присъствени и онлайн семинари, многоезични ръководства и иновативни комуникационни инструменти. Един от резултатите по проекта е и чатботът на сайта на КСБ, който е на разположение на заинтересованите строителни работници и работодатели.

Online seminar, Germany and Bulgaria

An online seminar regarding the conditions for posting construction workers to Germany and Bulgaria was held on July 1, 2025.
 

At the seminar, Dr. Lisa Dornberger, Senior Advisor on Posting of Workers at SOKA-BAU, presented the necessary steps for the registration and employment of posted construction workers from other countries in Germany. SOKA-BAU is the social security institution for the construction sector in Germany, which guarantees paid leave, additional pension rights, and training for workers, including those posted from abroad.
 

Information about the applicable procedures and conditions for posting construction workers to Bulgaria was provided by Yordan Yordanov, Vice President of the Federation “Construction, Industry and Water Supply – Podkrepa.”
 

Up-to-date data on the access of third-country workers to the Bulgarian labor market was presented by Atanaska Todorova from the Institute for Social and Trade Union Research and Training at the Confederation of Independent Trade Unions in Bulgaria (CITUB).

Marieta Atanasova, Head of the Project Management Department at the Bulgarian Construction Chamber (BCC), acquainted the audience with the objectives of the BCC, its functions within the construction sector in Bulgaria, and the chatbot available on the BCC website regarding posting conditions in Bulgaria.
 

Feedback on the implementation of the POST-MEET project was provided by Federica Rosato from CNCE, the National Commission of Construction Funds in Italy, the lead coordinator of the project.
 

The online seminar was organized as part of the Post-meet project – Information activities on posting workers in the construction sector, which brings together the efforts of 14 European organizations and 4 associated partners to achieve large-scale goals, including: the development of 5 multilingual guides informing workers and companies about procedures and working conditions in construction posting in Bulgaria, Italy, Poland, Slovenia, and Spain; the creation of a chatbot providing information on posting procedures (available on the BCC website); and informational activities and tools covering all countries included in the project.
 

The POST-MEET project is funded by the European Social Fund Plus (ESF+) of the European Union.

Seminar,
FCIW - Podkrepa, Bulgaria

On June 17, 2025, a seminar focused on the procedures for posting workers in the construction sector was held.
 

The seminar was organized as part of the Post-meet project – Information activities on posting workers in the construction sector, which brings together the efforts of 14 European organizations and 4 associated partners to achieve ambitious goals, including: the development of 5 multilingual guides informing workers and companies about procedures and working conditions in construction posting in Bulgaria, Italy, Poland, Slovenia, and Spain; the creation of a chatbot providing information on posting procedures (available on the Bulgarian Construction Chamber’s website); and informational activities and tools covering all countries included in the project.

During the seminar, the main topics from the developed guide on posting workers in Bulgaria were presented. The key policies, objectives, and activities of the Bulgarian Construction Chamber (BCC), as well as its contribution to the implementation of the planned project activities, were shared with the stakeholders participating in the seminar.

Online seminar, SOKA-BAU, in cooperation with its associate partner BMAS

On 8 April 2025, SOKA-BAU, in cooperation with its associate partner BMAS (Federal Ministry of Labour and Social Affairs, Germany), organised an online seminar titled “Posting Procedures – Better Access to Information for Employers in the Construction Industry”.

The event aimed to improve the understanding of the posting of workers scheme among German and EU-based employers who face the administrative procedures of posting on a daily basis.

 

Dr. Thomas Fehrmann, Special Representative for Relations with South-East Europe at BMAS, opened the seminar with welcoming remarks, highlighting the excellent cooperation with Bulgarian and Romanian institutions and underlining the importance of ensuring fair working conditions in the construction sector through transparent and accessible information.

 

Dr. Lisa Dornberger, Senior Advisor for the Posting of Workers Scheme at SOKA-BAU, introduced SOKA-BAU’s role and presented the POST-MEET Project, implemented by partners from seven EU Member States. The project aims to facilitate information flow for posting employers and workers through multilingual guidelines, online and in-person seminars, and innovative digital tools. She also outlined employers’ obligations when posting to Germany and presented SOKA-BAU’s services that help companies reduce liability risks and ensure compliance with contribution requirements.

From Bulgaria, Yordan Yordanov, Vice President of the Federation “Construction, Industry and Water Supply” – Podkrepa, presented the Bulgarian Guide on Posting in the Construction Sector, describing working conditions, minimum wages, rest time and health and safety provisions applicable to posted workers.

 

Mirela Caravan from BNS (Romanian Trade Union) shared practical examples and challenges related to posting Romanian workers to Germany, emphasizing the need for better cross-border data exchange and stronger cooperation to prevent labour exploitation.

 

Bernd Grünenthal, Managing Director of Building Partner Management, Wolff & Müller, spoke about building sustainable construction partnerships and the importance of transparency, certification and compliance to ensure fair working environments.

 

In conclusion, Roland Sonntag, Vice President and Head of the Posting of Workers Scheme at SOKA-BAU, thanked BMAS, the organisers and all speakers, underlining the importance of maintaining sectoral minimum wages and fair standards in the construction industry across Europe.

First Online Seminar, OZZ-Kamnik, Slovenia

With great interest, the online seminar on the conditions for posting construction workers was held, organized by the Chamber of Craft and Small Business Kamnik (OOZ-Kamnik), part of the Slovenian Chamber of Commerce and Craft. The seminar focused on posting procedures in the construction sector in Austria, presented by representatives of BUAK — a specialized fund for leave and benefits established for construction workers in Austria. The program also included an overview of the work of the European Labour Authority and the Slovenian Foreigners’ Agency. Additionally, the guide developed within the project regarding applicable working conditions and posting procedures for construction workers in Slovenia, as part of the project results, was presented.

The online seminar was organized as part of the Post-meet project – Information activities on posting workers in the construction sector, which brings together the efforts of 14 European organizations and 4 associated partners to achieve large-scale goals, including: the development of 5 multilingual guides informing workers and companies about procedures and working conditions in construction posting in Bulgaria, Italy, Poland, Slovenia, and Spain; the creation of a chatbot providing information on posting procedures (available on the Bulgarian Construction Chamber’s website); and informational activities and tools covering all countries involved in the project.

1st In-Person Seminar “Posting Procedures – Better Access to Information for Employers in the Construction Industry” Held in Wiesbaden

On 3 July 2024, SOKA-BAU, together with its associate partner BMAS (Federal Ministry of Labour and Social Affairs, Germany), hosted the first in-person seminar under the topic “Posting Procedures – Better Access to Information for Employers in the Construction Industry” at SOKA-BAU’s headquarters in Wiesbaden.

The event aimed to facilitate understanding of the posting of workers scheme among German and EU-based employers and to promote fair and transparent working conditions in the construction sector.

 

The morning session opened with welcoming remarks by Mr. Gregor Asshoff and Dr. Gerhard Mudrack, Co-CEOs of SOKA-BAU, who introduced the POST-MEET project and its objectives. Mr. Asshoff highlighted the challenges in ensuring compliance with minimum working conditions, particularly in the fiber optic construction sector, and underlined SOKA-BAU’s active role in combating undeclared work.

 

Dr. Rolf Schmachtenberg, State Secretary at BMAS, delivered the keynote speech, emphasizing the importance of fair labour mobility within the EU and the need for transparent enforcement of social standards. He discussed the role of the European Labour Authority (ELA) and proposed four key measures for improving labour mobility: developing digital tools (such as an EU-wide e-declaration), ensuring easy access to information, strengthening advisory services like Fair Mobility, and enhancing cross-border cooperation among supervisory bodies.

Ms. Constanze Voß, Head of Division VII at the German Customs Authority (GZD), presented the role of customs and the Financial Control of Undeclared Work (FKS) in enforcing fair labour practices and fostering cooperation with the private sector. Mr. Koen van der Voorn, from the Social Affairs and Labour Inspectorate of the Netherlands, showcased a digital compliance tool that helps employers verify whether they meet Dutch regulations, sparking a discussion about similar instruments for Germany.

 

During the afternoon workshops, participants could choose between two sessions. Ms. Julia Behrendt and Mr. Elias Yalaza from SOKA-BAU discussed certification processes and subcontractor liability, presenting SOKA-BAU’s reporting platform and various compliance certificates. Mr. Andreas Steiniger, Head of Unit at Main Customs Office Darmstadt, offered practical insights into on-site inspections, stressing employer preparedness and proper documentation during audits.

 

The event concluded with a summary by Ms. Dana Schäfer, Vice President of SOKA-BAU, and Ms. Lucia Mohr from BMAS, followed by closing remarks from Mr. Jürgen Kretz (BMAS) and Mr. Roland Sonntag, new Vice President for the Posting of Workers Scheme at SOKA-BAU.

They praised the strong cooperation between SOKA-BAU and BMAS and announced a follow-up online seminar under the POST-MEET project to further promote access to information for employers across Europe.

 

The seminar was moderated by Phuong Anh Le (“Phungi Spricht”) and simultaneously interpreted into English.
